Ukraine eliminates export quotas for fertilizers, rye, but keeps licensing

MOSCOW. July 27 (Interfax) - Ukraine's Cabinet decided on Tuesday to exempt rye and several types of fertilizer from the list of goods subject to export and import licensing and quotas for 2022, the Cabinet's representative in parliament, Taras Melnichuk said on Telegram.

The resolution was passed in order to eliminate what was essentially a ban on exports of mineral fertilizer and rye, Ukrainian media outlets quoted him as saying.

Export quotas have been lifted on the following goods: rye; chemical and mineral nitrogen, potassium and phosphate fertilizers; mineral or chemical fertilizers containing two or three of the nutrients nitrogen, phosphate and potassium; and products in this group in tablet or similar form or in packages of up to 10 kg, Melnichuk said.

However, all of these products have been simultaneously included in the list of goods subject to export licensing.

At the beginning of March, the Ukrainian government imposed zero export quotas for some products subject to export licensing in 2022: rye, oats, buckwheat, millet sugar and table salt. At the beginning of July, the Cabinet reduced the export quota for mineral or chemical nitrogen fertilizer (code UKTVED 3102) to zero from 210,000 tonnes per quarter.
