Russian presidential decree tightens control over info, stats in fuel and energy sector
MOSCOW. Sept 28 (Interfax) - Russian President Vladimir Putin has signed a decree outlining the list of information in the fuel and energy sector subject to restricted access, as well as the procedures for its use.
According to the presidential decree dated September 28, as posted on the official portal for the disclosure of legal acts, the measures have been implemented owing to the need for urgent action in response to unfriendly acts that violate international law, as committed by the United States and the foreign states and international organizations that have aligned with the U.S.
The presidential decree specifically addresses access to information regarding exports by a legal entity, including the goods being exported, data on their price, including the average price set by producers for industrial goods or services designated for export, information on the sellers and buyers of goods and other persons participating in or facilitating the exports, data on transportation companies, freight forwarders and insurers, information about vehicles used to transport goods by sea, the registration numbers of containers, details of transportation documents and the date and time of the beginning and end of operations with export goods.
The information to be restricted also includes shipment destinations, transportation routes, the locations for the handover, loading, transshipment, shipment and export of goods - including the names of marine terminals where the loading, transshipment and/or temporary storage of goods takes place and the names of the operators of these terminals - as well as the geographical coordinates of warehouses and storage areas used for goods intended for export.
Other information covered by the decree includes the contents of documents required to complete customs operations when exporting goods from Russia, aggregated information on customs statistics regarding goods exports by a legal entity and the processing and production indicators of the legal entity or Russian oil refinery.
The decree also concerns information on exchange deals involving fuel - the planned volume to be sold and the volumes of transactions concluded by a legal entity, and/or by a legal entity belonging to the same group of persons according to Russian anti-monopoly legislation. This concerns the sale of specific types of petroleum products - 92-octane gasoline and above, and diesel fuel - made by oil companies and their subsidiaries on the exchange, and/or by exchange participants acting in the interests and at the expense of these entities.
