Russia will form unified microelectronics company on basis of Sberbank's Integral Systems - first deputy PM

SOCHI. Sept 28 (Interfax) - Integral Systems LLC of Sberbank will be the basis for forming a unified microelectronics company (UMC) in Russia, First Deputy Prime Minister Denis Manturov said during the plenary session of the Microelectronics - 2026 forum.

This company will accumulate resources for creating microelectronic production in Russia, Manturov said. In particular, it will act as the recipient of funds from the technology fee being introduced in Russia from December 1, 2026.

"A structure is needed in which, first of all, a concrete partner will appear - this is Sberbank, Integral Systems. Sberbank is the main partner today. And this is not simply a partner from which we expect to see financial investments. Along with this, the funds that will flow into the budget from the technology fee will also be directed to this structure," Manturov said.

Manturov recalled that Integral Systems had previously acquired the company Element . "This is a base enterprise where there is both a certain component base and, among other things, part of the scientific, applied and production component, which already has finished radio-electronic products. This too was intended to be done so that at some stage the microelectronics division could, in essence, be subsidized from the revenue and income of the finished-product enterprises," he said.

The UMC should not become an analogue of United Aircraft Corporation (UAC) or United Shipbuilding Corporation (USC); what is meant is not the absorption by Integral Systems of private players in the microelectronics market, he said.

"In a certain sense this is called a unified structure. But once again, so that no one is frightened - I was initially afraid of this myself, in uttering such grandiose words, that representatives of the industry would be tense and afraid of what would happen to them - that they would be absorbed or forced into something. I simply want to prepare everyone in advance for the fact that there is no talk here of any absorption of enterprises that are private structures that are successfully developing, either starting out or having already proven themselves," Manturov said.

Manturov said that he was initially not in favor of creating a unified microelectronics company. However, a decision was eventually reached, as individual companies would be unable to handle the task of rendering the necessary large-scale investments in the industry.

"The key factor behind this decision was likely the existing microelectronics manufacturing infrastructure. None of the individual players could physically shoulder the massive capital injections and investments required to achieve the performance metrics and chip specifications we need to manufacture in the near and medium term. Naturally, equipment to manufacture microelectronics played a role as well. These two components drove our decision. The third factor involves the necessary conditions, materials, and gases," Manturov said, outlining the reasons for establishing a unified microelectronics company.

Manturov said that the unified microelectronics company could potentially enter export markets going forward, given that countries friendly to Russia would likely be interested in diversifying their microelectronics supply chains.
