Serbia, Azerbaijan's SOCAR close to completing pre-feasibility study for GTPP in Nis - Serbian Energy Ministry

BAKU. Aug 17 (Interfax) - Serbia expects to soon complete the preliminary feasibility study for the project to build a gas-turbine power plant (GTPP) with a capacity of 500 MW near the city of Nis, implemented jointly with the State Oil Company of the Azerbaijani Republic (SOCAR), according to a statement on the website of the Serbian government.

"Minister of Mining and Energy Dubravka Dedovic Handanovic held a meeting today with representatives of Elektromreza Srbije, Elektroprivreda Srbije, Srbijagas and the City of Nis to discuss further steps in implementing the project to construct a gas-fired power plant near the city," the statement said. According to Djedovic-Handanovic, the preliminary feasibility study is being coordinated with SOCAR and is expected to be completed soon, the statement said.

Work on the project has been stepped up, with a steering committee, a project management group and five technical working groups formed, and coordination of actions of all participants has begun, Djedovic-Handanovic said.

Currently, the most important task is to complete the preparation of a shareholders' agreement between EPS, Srbijagas and SOCAR, which will make it possible to create a joint venture and determine the commercial parameters of the project and the obligations of the companies participating in its implementation, Djedovic-Handanovic said.

The meeting also discussed the development of the required documentation, attracting investors to create infrastructure and connecting the new power plant to the transmission network.

The gas power plant near Nis is a project of strategic importance for Serbia, Djedovic-Handanovic said.

The plant will be the first joint project of EPS, Srbijagas and SOCAR, and for Serbia this will mean additional energy security for supplying the population, especially for the development of industry in the southern part of the country, Djedovic-Handanovic said.

It was previously reported that Serbia expected together with SOCAR to begin construction of the GTPP in Nis in 2027, so that it will be ready by 2030. The project will be implemented on a parity basis (50% to 50%).

As reported, Baku and Belgrade signed an intergovernmental agreement on February 15, 2026, on the construction of a 500 MW GTPP in Serbia.

EPS and SOCAR signed the main terms of cooperation on the development, construction and management of the gas power plant in Nis in Baku in early June, defining the key principles for creating a joint company and the main commercial parameters of the project.

Currently, the parties are actively developing cooperation in gas supplies. To this end, SOCAR and Srbijagas signed an agreement on November 15, 2023, on supplying Azerbaijani gas in the amount of up to 400 million cubic meters in 2024-2026, with the possibility of an increase from 2027.
