Central Bank of Russia adds Bitcoin, Ethereum, USDT to list of cryptocurrencies accessible for unqualified investors
MOSCOW. Aug 11 (Interfax) - The Central Bank of Russia has added Bitcoin, Ethereum and USDT to the list of cryptocurrencies available for public trading on exchanges, the regulator said in a statement.
The CBR's draft directive allows for these assets to be purchased by unqualified investors through any intermediary - brokers, crypto exchanges and trustees - within a limit of 300,000 rubles per year.
"In order to protect unqualified investors from drastic and unpredictable fluctuations in cryptocurrency exchange rates, they will only be able to access the most liquid ones," the CBR said.
Qualified investors will be able to acquire all cryptocurrencies which are traded on the exchange and over the counter, without restrictions.
Regardless of their status, all investors will be required to undergo testing and familiarize themselves with the risks of investing in cryptocurrency assets before making deals, the regulator said.
Comments and proposals on the document must be submitted by August 24 inclusive.
On August 4, Russian President Vladimir Putin signed a law on digital currencies and digital rights, creating a comprehensive legal framework for cryptocurrency circulation in Russia, from purchasing by citizens via licensed intermediaries to exchange trading, clearing and digital depositories. The law will enter into force from September 1, 2026, with the exception of provisions for which other dates are stated. The requirement for cryptocurrency deals to be made exclusively through licensed subsidiaries will be effective from July 1, 2027.
