EEC sets zero duty on imports of titanium waste, scrap into EAEU until end of Aug 2028

MOSCOW. Aug 11 (Interfax) - The board of the Eurasian Economic Commission (EEC) has set a zero rate of import customs duty on titanium waste and scrap (EAEU HS code 8108 30 000 0) until August 31, 2028 inclusive.

The decision will enter into force after 10 calendar days have elapsed from the date of its official publication, the commission's trade bloc said.

"Titanium scrap is used in the production of titanium ingots and slabs as secondary raw material. The use of titanium waste and scrap significantly reduces the cost and accelerates the production process of titanium semi-finished products, and also makes it possible to increase the output of finished products," the director of the EEC's Department of Customs Tariff and Non-Tariff Regulation, Vahagn Ghazaryan, was quoted as saying.

It is expected that zeroing the import customs duty on the goods in question will increase the competitiveness of metallurgical enterprises of the Eurasian Economic Union (EAEU).

The EEC introduced a zero rate on imports of titanium scrap and waste in 2024, and this measure ceased to be in effect in February 2026.

Without taking the zeroing into account, the rate of import customs duty on titanium waste and scrap in the EAEU is 5% of the customs value.
