Russian govt extends diesel fuel export ban for month with exceptions, gasoline export ban for six months
MOSCOW. July 30 (Interfax) - The Russian government has introduced a new temporary ban on the export of certain types of fuel and approved other measures to improve the availability of petroleum products, the government said in a statement.
A new temporary ban gasoline, diesel fuel, marine fuel and gas oil exports has been imposed to keep the domestic fuel market stable. The ban on diesel fuel and gasoline exports for producers expires on July 31.
"According to the signed resolution, the temporary ban on fuel exports will be in effect from August 1 to January 31, 2027. However, starting September 1, the restrictions will no longer apply to diesel and marine fuels, or to gas oils exported from Russia by producers. Also, fuel exports are permitted under international intergovernmental agreements and to provide humanitarian aid to foreign countries based on government decisions," the statement reads.
According to the published resolution, a ban on diesel exports is in effect for producers in August, and gasoline exports will be prohibited for all participants and diesel exports for non-producers until January 31, 2027. However, the export of gasoline and diesel is permitted for the provision of international humanitarian aid to foreign countries based on decisions of the Russian government as part of transit shipments, and gasoline and diesel producers are permitted to export them under intergovernmental agreements. Furthermore, the resolution includes three clauses for official use only.
A separate resolution will ensure farmers have enough fuel. "For this, a temporary procedure has been approved, which will be in effect until November 1, for agreements between the Energy Ministry, the Agriculture Ministry, regional governments, and oil companies on gasoline and diesel fuel supplies agricultural producers. These agreements will ensure that agricultural enterprises receive regular fuel supplies, which is especially important during seasonal fieldwork," the government said.
A third resolution will ensure stable fuel supplies to state and municipal institutions. Special pricing rules for government procurement of motor fuel have been suspended until the end of 2026 to allow such procurement to be conducted according to the general rules stipulated by the federal law on government procurement, and prevent the disruption of procurement procedures and subsequent deliveries when exchange prices fluctuate.
