Russian govt approves establishing SEZ with Rusal's participation in Khakassia, expanding SEZ under Tatneft's management

KAZAN. June 29 (Interfax) - The interdepartmental working group led by Russian Deputy Prime Minister Alexander Novak has backed initiatives to create the Khakassian Technology Valley special economic zone (SEZ) and expand the Green Valley SEZ in Tatarstan, the Russian government said in a statement published on its website on Friday.

Khakassian Technology Valley will occupy 312 hectares in Sayanogorsk and the Beya district of Khakassia. In the first stage, investors intend to invest over 25 billion rubles in five projects. "On the basis of the SEZ, an industrial cluster for metallurgy, mechanical engineering and metalworking will be formed, focused on deep processing of aluminum and producing high-tech products," the government said.

Expanding Tatarstan's Green Valley SEZ will make it possible to launch eight new projects worth 299 billion rubles. Residents will focus on import substitution in petrochemistry, deep processing of raw materials and producing metal structures for building, it said.

Work on the creation of Khakassian Technology Valley, the first SEZ in Khakassia, has been underway since 2022 jointly with Rusal , and its anchor resident is Rusal Sayanal 2, according to the annual report of the head of Khakassia, Valentin Konovalov, which he presented in the republic's parliament in April 2026.

Earlier that same month, Economic Development Minister Maxim Reshetnikov visited the Rusal Sayanal aluminum foil plant in Sayanogorsk to participate in a discussion of the SEZ project. "Developing production of aluminum foil and packaging materials is of particular importance. The project focuses on producing items for specific orders from industrial enterprises, including in segments where imported products are currently used," the Economic Development Ministry's press service said following the event.

The Green Valley SEZ was launched in Tatarstan in 2025 under the management of Tatneft's subsidiary, Management Company Alabuga-2.Petrochemicals LLC. As reported, six investment projects worth over 15 billion rubles will be implemented in Green Valley, aimed at developing production in biotechnology - processing bast crops and producing sorbents, biofertilizers and chelates of biogenic materials. In particular, Biofiber LLC, owned by Tatneft, intends to launch projects for producing flax and hemp fiber. Green Valley is the third SEZ in Tatarstan. The republic is also home to the Alabuga and Innopolis special economic zones.
