Seligdar could launch production of tin metal at end of 2028; capex estimated at 17.6 bln rubles

KHABAROVSK TERRITORY. June 22 (Interfax) - Rusolovo , a subsidiary of Seligdar Holding , plans to launch the Amur Metallurgical Plant (AMK) in the Khabarovsk Territory in the fourth quarter of 2028 to produce tin metal, and to bring the plant up to full capacity in 2029.

"We currently extract ore at the Molodezhny and Pravourmiysky mines, process it, enrich it at the plant, and sell the tin concentrate. This is primarily to the Novosibirsk Tin Plant [with different owners], which then produces the final tin product. Our goal is to create a unified cluster. We have begun construction of the AMK this year, and we ultimately plan to have a complete production cycle of mining, enriching, and finally smelting our own metal," Igor Korytov, CEO of the Tin Ore Company, a subsidiary of Rusolovo, told reporters.

Between 2018 and 2026, Seligdar has already invested 7.7 billion rubles to create the tin cluster in the Khabarovsk Territory. The capex for the first phase of the AMK, starting in 2026, is currently estimated at 17.6 billion rubles. Production capacity could reach 8,300 tonnes of tin metal per year after the launch of the second stage.

Rusolovo comparatively produced 3,500 tonnes of tin concentrate in 2025.

Rusolovo plans to expand the existing concentrate production capacity and reprocess tailings (waste) from previous years in order to supply the AMK with raw materials.

Rusolovo's existing assets include the Solnechny and Pravourmiysky production complexes, both in the Khabarovsk Territory. The company currently processes 290,000 tonnes of ore per year at Pravourmiysky, and plans to boost capacity to 450,000 tonnes by 2028. The Solnechny processing plant currently processes 370,000 tonnes of ore per year, with plans to increase to 600,000 tonnes by 2028. The Solnechny processing plant currently only uses ore from the Festivalnoye deposit from Molodezhny mine as raw material, though the company also owns the Perevalnoye, Oktyabrskoye, and Solnechnoye deposits, which were abandoned in the post-Soviet era. In the second half of 2026, Rusolovo plans to begin ore mining at the Perevalny mine and water pumping at Solnechny.

Rusolovo plans to launch a pilot cassiterite flotation system in September in order to process the tailings. It will produce two types of concentrate, namely a high-grade concentrate, similar in properties to the current product, and a low-grade concentrate. A fuming line will be installed at the AMK mine to process the low-grade concentrate. The existing Solnechny tailings dam has accumulated approximately 2 million tonnes of waste, which can be recycled. The old Dolgy tailings dam also contains approximately 11 million tonnes of waste (the company's estimate), and the company is considering building a processing plant for it.

Seligdar Holding is among Russia's top 10 largest goldmining companies. In addition to the gold operations, the holding includes a tin cluster, represented by Rusolovo, and other entities. Seligdar owns 85.12% of Rusolovo's shares.
