Implementing tech fee on electronics in Russia postponed to Dec 1 from Sept - Finance Ministry
MOSCOW. June 8 (Interfax) - Implementing the tech fee for manufacturers and importers of certain types of electronic devices will be postponed to December 1 from September 1, 2026, and the government has prepared the corresponding legislative amendments, the Finance Ministry said on Monday.
"The start date for collecting the tech fee is being postponed to December 1, 2026, in connection with proposals from industry associations," the ministry said.
The Finance Ministry said that the government has submitted the bill "On Amending the Budget Code of the Russian Federation and Certain Legislative Acts of the Russian Federation" with the corresponding amendments to the State Duma for consideration.
Deputy Industry and Trade Minister Vasily Shpak previously said at the St. Petersburg International Economic Forum that the start date for collecting the tech fee would be postponed for three months.
"We have done this primarily at the industry's request. Overall, for us, the tech fee is foremost a source for investment in the industry's development. The tech fee will be levied on all electronics entering the Russian market, both imported and domestically manufactured. This will allow us to create the necessary investment resource for our development," Shpak said.
Shpak said that the government would act "in a targeted, careful, and gradual manner" in implementing the tech fee on electronics
"We are starting with categories like laptops and smartphones, where Russian manufacturers currently have a relatively low presence, but we are expanding into these niches. We will see. In any case, we will synchronize and coordinate all our steps with the industry, and we strongly hope that implementing the fee allows us to balance supply and demand properly for electronic products on the domestic market," Shpak said.
As reported, amendments to the law "On Industrial Policy in the Russian Federation" were adopted in late November 2025, according to which a tech fee is payable to the federal budget in connection with the import into Russia or domestic production of electronic components, namely ECBs and electronic modules, as well as industrial products containing ECBs. The Russian government must approve the lists of products subject to the fee, as well as the payment amounts. The maximum payment under the industrial fee should not exceed 5,000 rubles.
The Finance Ministry has projected that budget revenues from implementing the tech fee would be approximately 218 billion rubles in 2026-2028, namely approximately 20 billion rubles in 2026, 88 billion rubles in 2027, and around 110 billion rubles in 2028. The Industry and Trade Ministry has also prepared a draft regulation on implementing the tech fee effective September 1, 2026.
