Expenditures of Ukrainian state budget's general fund grow 13.8% in 4M, up 31.3% in April

MOSCOW. May 20 (Interfax) - The cash expenditures of the Ukrainian state budget's general fund increased by UAH 163.6 billion, or 13.8% YoY to UAH 1.35 trillion in January-April 2026, Ukrainian media reported, citing data from the Finance Ministry and the State Treasury Service.

The general fund received UAH 433.1 billion in April 2026, which is 31.3% more than in April 2025.

Security and defense spending amounted to UAH 854.1 billion in January-April 2026, or for 63.3% of all general fund expenditures, including UAH 283.1 billion in April, or 65.4%.

Expenditures on salaries in the public sector increased by UAH 80.3 billion, or 16.9% YoY to UAH 555.5 billion in the first four months of 2026, or 41.2% of all general fund expenditures, including UAH 147.1 billion in April.

Social security expenditures (pensions, benefits, stipends) grew by UAH 22.1 billion, or 10.4% YoY to UAH 235 billion in the first four months of the year, or 17.4% of all general fund expenditures, including UAH 65.5 billion in April.

Expenses on subsidies and ongoing transfers to enterprises stood at UAH 205.4 billion (UAH 96.8 billion in April), accounting for 15.2% of all general fund expenditures. Payments for goods and services in the reporting period totaled UAH 151.4 billion (UAH 53 billion in April), or 11.2% of total expenditures.

Public debt servicing in January-April 2026 increased by UAH 10.7 billion, or 11.6%, costing the general fund of the Ukrainian state budget UAH 103.2 billion in January-April 2026 (UAH 38.2 billion in April), or 7.6% of all expenditures.

Transfers to local budget grew by UAH 21.2 billion, or 39.3% YoY to UAH 75.1 billion in the first four months of 2026 (UAH 20.2 billion in April), accounting for 5.6% of total expenditures.

The general fund's revenues stood at UAH 1.04 trillion in January-April 2026, including UAH 302.6 billion in April, the Finance Ministry said.

Ukraine's 2026 state budget was adopted with revenues (excluding grants) of UAH 2.9 trillion and expenditures of UAH 4.77 trillion, including UAH 2.61 trillion and UAH 4.38 trillion in the general fund.
