Cargo border crossing point to be opened at port of Taman on Togliattiazot site
KRASNODAR. April 27 (Interfax) - The Transport Ministry has prepared a draft order on the opening of a maritime cargo checkpoint across Russia's state border at the seaport of Taman (Krasnodar Territory) within the boundaries of the site of Togliattiazot .
The corresponding document was posted on the portal of draft regulatory legal acts.
"I hereby order the opening of a permanent maritime cargo multilateral checkpoint across the state border of the Russian Federation at the seaport of Taman (Krasnodar Territory) within the boundaries of the site of Togliattiazot," the text of the draft document says.
The order also involves changing the boundaries of the checkpoint.
As noted in the explanatory note to the draft order, its implementation will not entail negative socio-economic, financial or other consequences and will not require additional expenditures from the federal budget.
As reported, Togliattiazot has been building a terminal at the port of Taman since the early 2000s. The project was mothballed for several years. Work resumed in 2015, but stalled again due to unresolved land lease issues with Krasnodar Territory and legal disputes over the recognition of ownership of the real estate facilities that the company had managed to build.
The project was revived by resolving the land plot issue in the summer of 2022. By this time, its relevance had increased - the transit of Russian ammonia via the Tolyatti-Odessa pipeline was halted on February 24, 2022, and Togliattiazot had to reduce its utilization rate.
The first phase of the terminal in Taman will be oriented toward handling up to 2 million tonnes of ammonia per year. With the introduction of the second phase, capacity will increase to 3.5 million tonnes of ammonia and 1.5 million tonnes of urea per year.
The launch of the export terminal will allow Togliattiazot to return to full capacity utilization.
It was planned that the terminal in Taman would be launched in 2024, but according to information as of June 2025, its launch has been postponed due to external factors.
Togliattiazot is one of the world's largest ammonia producers. It is part of the Uralchem Group. According to the company's website, its production capacity is 3.6 million tonnes of ammonia and 1.76 million tonnes of urea per year.
