Russian regions may be given right to impose ban on sales of vapes

MOSCOW. March 20 (Interfax) - The Russian regions could receive the right to introduce experimental bans on the sale of vapes and the retail sale of liquids for electronic nicotine delivery systems.

According to Deputy Prime Minister Dmitry Grigorenko's office, the government commission on legislative activity approved the relevant amendments to the second reading of the bill introducing licensing for the sale of tobacco and nicotine-containing products.

"The experimental regime will be time-limited, from March 1, 2027, to March 1, 2032. During this time, the effect of the ban in each region would be felt. In regions where the ban is not introduced, general regulation/licensing of sales will remain in effect," according to the statement.

The statement also reminds that tobacco sales are prohibited within 100 meters of educational institutions in Russia. Following the introduction of tobacco and vape licensing, violations of this requirement will result in the revocation of the retail license. The restricted area must be calculated taking into account artificial and natural barriers.

As reported, licensing for the wholesale and retail sale of nicotine-containing products was planned to be introduced on March 1, 2026. However, the bill prepared by the Ministry of Finance and adopted in the first reading required revision. The new licensing deadline is October 1, 2026.
