Number of business inspections conducted in Russia decreases to 273,000 in 2025 - Grigorenko

MOSCOW. March 17 (Interfax) - There were 273,000 business inspections conducted in Russia in 2025, 20,000 less than the previous year, when partial restrictions on inspections were in place for a temporary period, Deputy Prime Minister Dmitry Grigorenko said.

He said that the main result of 2025 in the field of monitoring and supervision was the full transition to a risk-informed approach to scheduling inspections. This means that inspections are conducted only if the inspector has received information that there is a high probability of violations at the site in question. In all other cases, preference should be given to preventive visits where possible, Grigorenko's office said.

"As of today, inspections scheduled with the risk-informed approach have an 88% effectiveness rate. In comparison, this was less than 40% before the reforms of monitoring and supervision practices began in 2019," Grigorenko said.

This means that when an inspection is scheduled, violations are identified in 88% of cases.

The Inspector mobile application and the integration of drone systems in supervisory operations allowed such measures to be carried out remotely, the prime minister's office said. In 2025, 51,000 checks were conducted using the Inspector application, 25 times more than the previous year. Last year, the use of drones in monitoring and preventive operations grew, the number of inspections conducted using drones increasing 68-fold to 6,800.
