Poverty level in Russia falls to all-time low of 6.7% in 2025 from 7.1% in 2024 - Rosstat

MOSCOW. March 13 (Interfax) - The poverty level in Russia fell to an all-time low of 6.7% in 2025 from 7.1% in 2024, the State Statistics Service (Rosstat) said.

Rosstat said 9.8 million Russians were living below the poverty line, according to preliminary data, in 2025, down from 10.3 million in 2024.

The poverty level in Russia fell to 4.8% in Q4 2025 from 5.3% in Q4 2024, to 6.5% in Q3 2025 from 8.0% in Q3 2024, to 7.4% in Q2 2025 from 8.5% in Q2 2024 and to 8.1% in Q1 2025 from 9.6% in Q1 2024.

The level of poverty is seasonal in nature, peaking in the first quarter of a year. It is at its lowest in the fourth quarter of a year, when year-end bonuses are paid.

Russian President Vladimir Putin in May 2024 decreed that the poverty level must fall below 7% by 2030 and below 5% by 2036.
