FAS veteran Tsyganov resigns after 35 years, Dzhalyukov named deputy head of regulator
MOSCOW. March 12 (Interfax) - Prime Minister Mikhail Mishustin signed an order on Wednesday to dismiss retiring Federal Antimonopoly Service (FAS) deputy head Andrei Tsyganov, who has worked at the Russian regulator since it was founded.
Tsyganov oversaw international economic cooperation and control of foreign investment at the regulator.
Mishustin simultaneously appointed the head of the FAS division for the Lugansk People's Republic, Ruslan Dzhalyukov deputy head of the regulator.
Tsyganov, who turned 64 last May, has worked in competition regulation since 1990, serving as state secretary and deputy chairman of the State Antimonopoly Committee of Russia, and deputy minister for antimonopoly policy and support of entrepreneurship.
Since the creation of the FAS in 2004, Tsyganov has served as its deputy head, overseeing international investment and becoming one of the main authors of legislation in this area.
Dzhalyukov joined the FAS in 2015 as a specialist in the agency's Moscow division, which he left in the position of deputy department head in 2022 to become deputy head of the cartel department at the FAS division for Moscow Region. In August 2022, he was appointed head of the regulator's Luhansk division.
