MOSCOW. March 5 (Interfax) - Oil and gas revenues of the Russian federal budget amounted to 432.3 billion rubles in February 2026 versus 393.3 billion rubles in January, according to data published on the Finance Ministry's website.
Oil and gas revenues amounted to 825.6 billion rubles in January-February 2026, down 47.4% year-on-year (before recalculation: 1.56 trillion rubles).
Oil and gas revenues in February 2026 also turned out to be lower than their base level (585.5 billion rubles). The revenue shortfall for the month therefore amounted to 153.2 billion rubles.
In accordance with the fiscal rule, funds from the National Welfare Fund (NWF) in the amount of the shortfall in oil and gas revenues are used to finance the budget deficit.
The Finance Ministry said on Wednesday that 13.277 billion yuan and 7.897 tonnes of gold in unallocated form from the NWF were sold for 244.417 billion rubles in February. The proceeds were credited to the unified account of the federal budget in order to finance its deficit.
