Expenditures of Ukrainian budget's general fund up 13.9% YoY in Jan 2026

MOSCOW. Feb 24 (Interfax) - The cash expenditures of the Ukrainian state budget's general fund amounted to UAH 243.8 billion in January 2026, which is UAH 29.7 billion, or 13.9%, more than in January 2025, Ukrainian media reported, citing the Finance Ministry and the State Treasury Service's monthly report.

The state budget's general fund expenditures on security and defense in January 2026 stood at UAH 149.6 billion, or 61.4% of all general fund expenditures.

Another UAH 126.2 billion was spent on salaries in the public sector in January 2026, which is UAH 16.2 billion, or 14.7%, more than in the same period of 2025, the ministry said.

Social security expenditures decreased 6.9%, or by UAH 4 billion, to UAH 54.5 billion.

The cost of public debt servicing grew 43.7%, or by UAH 6.3 billion, to UAH 20.8 billion in January 2026, while transfers to local budget increased 43%, or by UAH 5.4 billion, to UAH 17.8 billion.

Payments for goods and services stood at UAH 12.4 billion in January 2026. Subsidies and current transfers to enterprises amounted to UAH 10.9 billion.

As reported, Ukraine's 2026 state budget was adopted with revenues (excluding grants) of UAH 2.90 trillion and expenditures of UAH 4.77 trillion, including UAH 2.61 trillion and UAH 4.38 trillion in the general fund.

The cash expenditures of the Ukrainian state budget's general fund amounted to UAH 4.19 trillion in 2025, which is UAH 697.2 million, or 20%, more than in 2024.

The 2025 state budget's revenues grew 22.4%, or by UAH 0.69 trillion, year-on-year to UAH 3.82 trillion (including grants). The receipts of the Ukrainian state budget's general fund totaled UAH 2.66 trillion in 2025, or 22.4% more than in 2024.
