EBRD deploys record 2.9 mln euros for Ukraine in 2025
MOSCOW. Feb 5 (Interfax) - The European Bank for Reconstruction and Development (EBRD) deployed a record amount of financing for Ukraine for the second year in a row, amounting to 2.9 billion euros in 2025 following 2.4 billion euros in 2024, Ukrainian media reported citing the EBRD's press release.
"Energy security made up over 1.2 billion euros of EBRD Ukraine financing in 2025 [...] And, for the second year running, over 90% of projects and 57% of its investments were in the private sector," it said.
In particular, the EBRD deployed a record 1.2 billion euros through partner financial institutions (PFIs) in Ukraine in 2025, including 550 million euros under its Trade Facilitation Program, it said.
It also extended 504 million euros in portfolio risk-sharing facilities to support up to 1.6 billion euros of new lending through Ukrainian PFIs, it said.
Since 2022, these facilities have enabled over 2.4 billion euros in new lending under more than 30,000 sub-loans to Ukrainian businesses, primarily small and medium-sized enterprises (SMEs), it said.
Under programs with partner banks, the EBRD supported 111 sub-loans for a total amount of 12.2 million euros for the reintegration of veterans in 2025.
According to the EBRD's own estimates, it has been the largest portfolio risk-sharing provider in Ukraine outside government programs.
Increasing financing for Ukraine was possible owing to additional forms of financing beyond the EBRD's own investments, it said. In 2025, these comprised substantial donor grants and trade financing worth 600 million euros, while the EBRD's core investments reached a record 2.3 billion euros, it said.
Overall, the EBRD has deployed a total of 9.1 billion euros in Ukraine, including nearly 3.3 billion euros for energy security, since the start of the crisis in February 2022, it said.
Over this time, the EBRD has mobilized 3.4 billion euros of donor funds for Ukraine, including unfunded guarantees, with 904 million euros secured in 2025 alone, and another 20 million euros was mobilized through multidonor funds, which enabled investment in various projects in different parts of the country, it said.
The EBRD said it would continue to provide annually at least 1.5 billion euros to Ukraine during the crisis, and this amount might further increase once reconstruction begins. These intentions are underpinned by a 2023 agreement to increase the EBRD's paid-in capital by 4 billion euros, sustaining the provision of support for Ukraine. The capital increase has now been 95% subscribed, it said.
Across all the EBRD's regions, its annual investment rose to a record 16.8 billion euros in 2025 from 16.6 billion euros in 2024, the EBRD said. It said it expected to announce its full financial results for 2025 in spring.
The EBRD was founded in 1991. According to data available as of the end of 2024, it has approved a total of 624 projects for Ukraine valued at 22.15 billion euros, of which 14.14 billion euros has been actually disbursed. The bank's portfolio as of the end of 2024 included 241 projects worth 6.13 billion euros.
