General fund expenditures of Ukraine's state budget up 20% in 2025 - agencies

MOSCOW. Jan 21 (Interfax) - The cash expenditures of the Ukrainian state budget's general fund amounted to UAH 4.19 trillion in 2025, which is UAH 697.2 million, or 20%, more than in 2024, when expenditures grew 15% from the previous year, Ukrainian media reported citing the Finance Ministry and the State Treasury Service's monthly report dated January 15.

A record UAH 649.9 billion was spent in December 2025, up 32% compared to December 2024, it said.

The state budget's general fund expenditures on security and defense in 2025 amounted to UAH 2.67 trillion, or 63.8% of all general fund expenditures, including UAH 445.7 billion spent in December alone, the ministry said.

Another UAH 1.55 trillion was spent on salaries and benefits in the public sector (i.e. teachers, scholars, healthcare workers, cultural workers, social workers, etc.) in 2025 (compared to UAH 1.3 trillion in 2024), including UAH 152.2 billion in December 2025 (UAH 133.9 billion in December 2024).

Social security expenditures, including pensions and allowances, stipends, assistance to families with children, etc., totaled UAH 659.6 billion in 2025 (UAH 570.1 billion in 2024), including UAH 76.9 billion in December 2025 (UAH 59.5 billion).

Payments for goods and services increased last year to UAH 677.1 billion from UAH 587.1 billion the year before, including UAH 158.6 billion in December (UAH 124.1 billion).

Expenses on subsidies and ongoing transfers to enterprises, institutions, and organizations in 2025 amounted to UAH 594.8 billion (UAH 426.7 billion in 2024), including UAH 160.7 billion in December (UAH 96.6 billion).

Public debt servicing last year cost the general fund of the Ukrainian state budget UAH 361.6 billion (UAH 307.4 billion in 2024), including UAH 41.7 billion in December (UAH 20.6 billion).

Another UAH 188.2 billion was allocated for transfers to local budgets in 2025 (UAH 177.5 billion in 2024), including UAH 15.2 billion in December (UAH 14.5 billion).

According to the State Treasury Service, the receipts of the Ukrainian state budget's general fund totaled UAH 2.66 trillion in 2025, or 22.4% more than in 2024.
