Ukraine's budget expenditures rise to record high of UAH 910 bln in Dec 2025

MOSCOW. Jan 13 (Interfax) - The cash expenditure of Ukraine's state budget reached an all-time high of UAH 910 billion in December 2025 compared to UAH 480 billion in November, including expenses of the general fund in the amount of UAH 650 billion compared to UAH 380 billion, respectively.

The state budget's expenditures increased by 29.1% in December 2025 YoY, including expenses of the general fund, which increased by 39.9%, the Ukrainian press said with a reference to the Finance Ministry's website.

In December, owing to a considerable amount of external assistance, the state budget's revenues reached UAH 520 billion in December compared to UAH 321.5 billion in November, including revenues of the general fund increasing to UAH 329.4 billion from November's UAH 229.3 billion, the Finance Ministry said.

The state budget's revenues increased by 16.1% in December 2025 compared to December 2024, including the revenues of the general fund by 15.2%.

According to the Finance Ministry's latest information, the state budget received UAH 3.82 trillion in revenues in 2025, up by UAH 690 billion, or 22.4%, from the last year's figures.

Revenues of the general fund increased by UAH 490 billion, or 22.4%, reaching UAH 2.66 trillion, in particular, international financial assistance in the form of grants reached UAH 530.4 billion compared to UAH 453.6 billion in 2024.

The expenditures of the state budget increased YoY by UAH 970 billion, or 21.7%, in 2025, reaching UAH 5.45 trillion, including those of the general fund went up by 20.1%, or UAH 700 billion, to UAH 4.19 trillion.

As reported, Ukraine's state budget in 2025 had planned revenues, excluding grants, in the amount of UAH 2.50 trillion due to its two major increases in July and October, while its expenditures were UAH 4.65 trillion, including the revenues and expenditures of the general fund, UAH 2.28 trillion and UAH 4.29 trillion, respectively.

In 2024, the growth of the state budget's revenues reached UAH 450 billion, or 16.8%, including the revenues of the general fund, UAH 510 billion, or 30.9%. The state budget's expenditures increased by UAH 460 billion, or 11.6% in 2024 compared to 2023, including the expenditures of the general find by 15%, or UAH 450 billion.

On December 3, the Verkhovna Rada adopted Ukraine's state budget for 2026 with revenues of UAH 2.90 trillion and expenditures of UAH 4.82 billion.
