State support for Russian agricultural sector in 2025 will amount to 665 bln rubles - Agriculture Ministry

MOSCOW. Dec 23 (Interfax) - State support for the Russian agricultural sector this year will amount to 665 billion rubles, according to preliminary data.

"We will draw final conclusions in January. Funds are still coming in. But as of today, we are ending the year with 665 billion rubles under four state programs [which are overseen by the Agriculture Ministry]," First Deputy Agriculture Minister Elena Fastova told journalists.

At the same time, Fastova recalled that the amount of state support was set at 532 billion rubles at the beginning of the year. "During the year, the amount increased. Additional funding was allocated to support exports, for concessional lending," she said.

In particular, 100 billion rubles were initially allocated to support concessional lending in 2025. "And we are ending the year with state support of 250 billion rubles. For 2026, the budget provides 123 billion rubles," Fastova said.

At the same time, concessional lending is the main direction of state support for the industry. "We are keeping this mechanism as a priority," she said.

Financing for the state program for agricultural development in 2025 is provided at 486.9 billion rubles and for involving agricultural land into cultivation at 40.5 billion rubles. The state program for the integrated development of rural areas will be supported with 116 billion rubles and the fisheries sector with 21.3 billion rubles.

"But we are starting 2026 with a somewhat smaller sum than the final figure of this year - 542 billion rubles are provided for four state programs. But we believe that during the year we will seek to top it up, to find sources to increase state support," she said.

Concessional lending is provided as part of state support for exports. "The figures are still insignificant, but we will increase them," she said. A total of 15 billion rubles have been allocated for subsidies for transporting export-oriented products.

Speaking about such a measure of state support as the single subsidy, Fastova said that it has been slightly reformatted. First of all, everything related to support for small businesses was "cleared out" of it. This is due to the fact that starting from 2026, a new federal project aimed specifically at the development of small businesses will begin operating. It consolidates all support measures that were previously spread out across different programs. In 2026, 14.5 billion rubles will be directed to these purposes, which is practically at the level of 2025.

"In supporting milk production, we left subsidization only for small-scale producers. This was a forced measure from the point of view of budget balancing," Fastova said. "Other areas within the single subsidy have been retained."

As before, 10 billion rubles will be provided to grain producers, 4 billion rubles for viticulture, and 3.5 billion rubles for potato and vegetable production. A total of 13 billion rubles will be directed to support the leasing of agricultural machinery, compared to 11.9 billion rubles this year.

"The measure of state support subsidizing the transportation of products within the country also remains; 8.3 billion rubles are allocated for it," Fastova said.

The national project on technological support for food security, the implementation of which began in 2025, was funded with 9 billion rubles, while 14.8 billion rubles are provided for 2026.
