Ukrainian state budget revenue up 41.6% in Oct thanks to grants - MinFin
MOSCOW. Nov 1 (Interfax) - The Ukrainian state budget general fund's revenue from taxes and other dues increased 41.6% or by UAH 53.4 billion in October 2025 compared with October 2024 to UAH 181.8 billion, Ukrainian media reported, citing preliminary data as of October 31 on the Finance Ministry's website.
Ukraine received UAH 38 billion in grant assistance in October this year, and none in October of last year.
Revenue from the State Tax Service in October 2025 increased to UAH 75.8 billion from UAH 68.5 billion in October 2024, while revenue from the State Customs Service increased to UAH 63 billion from UAH 54 billion.
The Finance Ministry said the budget received UAH 24.1 billion in October 2025 in value-added tax on goods produced in Ukraine with UAH 41.1 billion collected and UAH 17 billion refunded, compared with UAH 24.4 billion with UAH 15.3 billion reimbursed in October 2024.
Personal income tax and military tax increased to UAH 31.7 billion from UAH 22.9 billion, while resource rent increased to UAH 3.6 billion from UAH 3 billion.
Excise tax fell for the second month in a row, to UAH 10.8 billion from UAH 11.4 billion. Corporate income tax revenue also decreased, to UAH 4.5 billion from UAH 5.9 billion in October last year.
The ministry said that an overall UAH 251.7 billion in taxes and other dues were received by the state budget's general and special funds in October 2025, compared to UAH 177 billion in October last year and UAH 208.4 billion in September this year.
In addition, UAH 51.8 billion was received as of October 30 in the form of unified social contributions to the pension and social insurance funds, versus UAH 43.8 billion for the same month last year.
The state budget for 2025 was approved with revenues of UAH 2.327 trillion, including UAH 2.133 trillion for the general fund excluding grants and international assistance, and with expenditures of UAH 3.929 trillion, including UAH 3.592 trillion for the general fund.
At the end of July, the Verkhovna Rada, acting at the government's initiative, increased this year's budget expenditures by UAH 400.5 billion and revenues by UAH 147.5 billion. In October, the government again proposed raising defense spending by a further UAH 317 billion, and revenue by UAH 20 billion.
As a result, planned 2025 state budget revenues excluding grants are currently UAH 2.483 trillion, and expenditures are UAH 4.338 trillion, including general fund revenue and expenditure of UAH 2.279 trillion and UAH 3.99 trillion, respectively.
In 2024, the state budget received UAH 3.121 trillion in revenues, which exceeded the 2023 by UAH 448 billion, or 16.8%. For the general fund, revenue growth amounted to UAH 513.9 billion or 30.9% to UAH 2.177 trillion. In particular, international financial assistance in the form of grants amounted to UAH 453.6 billion compared to UAH 433.9 billion in 2023.
State budget expenditures in 2024 increased compared to the previous year by UAH 464.5 billion or by 11.6% to UAH 4.479 trillion. In particular, for the general fund they rose 15% or by UAH 454.5 billion to UAH 3.489 trillion.
