Russia to index customs fees for imports by accumulated inflation Jan 1

MOSCOW. Oct 27 (Interfax) - The Russian government has approved the Industry and Trade Ministry's proposal to index customs fees for goods imported into the country for accumulated inflation as of January 1, 2026, the ministry's press service said.

The customs fee rates have been partially indexed before, but the maximum rate of 30,000 rubles has not changed since 2004.

The maximum rate will now jump to 73,860 rubles at the start of next year. At the same time, the value threshold in excess of which import shipments will be charged the maximum rate will be raised to 10 million rubles from 7 million rubles.

Previously indexed rates will be raised by the level of accumulated inflation since the last indexation, the ministry said.

The rate of the customs fees for radio and electronic goods, which were previously subject to the maximum rate of 30,000 rubles regardless of the shipment size, will also go up to 73,860 rubles as of January 1.

Customs fee rates on goods whose customs value is not determined and not declared will also be indexed.

Rates charged on exported goods and goods that individuals bring into the country for personal use, as well as on watercraft and aircraft will remain unchanged.

Industry and Trade Minister Anton Alikhanov told Interfax earlier that the increase in fees for processing customs declarations for imported goods is supposed to become a source of revenue to support export projects amid budget constraints.

"This is also an additional source. [Payment for customs processing of imports] has not been indexed for many years. Its indexation will also lead to additional revenues that we will also direct specifically to support for export projects," Alikhanov said on the sidelines of the Made in Russia exhibition.
