Putin signs decree introducing moratorium on nullifying fuel damper from Oct to May
MOSCOW. Oct 13 (Interfax) - The fuel damper will be calculated without the inclusion of the deviation from average wholesale prices of fuel oil and Regular-92 gasoline from the limit marks in the period from October 2025 to May 2026, according to Russian President Vladimir Putin's decree published on the website for the official publication of legal acts.
Therefore, the president introduced a moratorium on nullifying the fuel damper for seven months.
In addition, the decree exempted from the excise duty the production of winter fuel oil by means of mixing its other varieties with jet fuel outside oil refineries.
