Russia plans to allocate 2 bln rubles for creating transport, logistics, industrial infrastructure abroad in 2026

MOSCOW. Sept 25 (Interfax) - It is planned that the Creation of Foreign Infrastructure federal project overseen by the Industry and Trade Ministry will receive funding of 2 billion rubles in 2026, up 43% compared to the figure for this year (1.4 billion rubles), a source familiar with the explanatory note to Russia's draft budget for 2026-2028 told Interfax.

For 2027, half that amount or 1 billion rubles is allocated for these purposes. In 2028, a multiple increase in funding for the program is expected, to 10.5 billion rubles.

In particular, a state subsidy for logistics operators to compensate for lost income due to providing discounts on transportation along priority international transport corridors is forecast at 1 billion rubles in 2026 (in 2025, it is 0.57 billion rubles).

Funding for this state support measure is not provided for in 2027, while the subsidy is allocated in the amount of 6 billion rubles in 2028.

In 2025, Russia finalized agreements with Egypt on creating a Russian Industrial Zone (RIZ) in the Suez Canal Economic Zone, including the right to lease a plot with fixed preferences (tax, tariff, and non-tariff benefits) for 49 years. An operator for the RIZ was selected. According to the source, the draft three-year budget envisages Russia making a property contribution to VEB.RF in 2026 and 2027 to finance the RIZ in Egypt in the amount of 0.5 billion rubles annually (in 2025, the figure is 0.3 billion rubles). The property contribution is planned to be 2.5 billion rubles in 2028.

State support for creating transport and logistics centers and Russian industrial zones in partner countries (besides the RIZ) is expected to amount to 0.5 billion rubles each in 2026 and 2027 and 2 billion rubles in 2028.
