Russia's MinFin assuming key rate of 12-13% in 2026 budget plan

MOSCOW. Sept 19 (Interfax) - Russia's Finance Ministry is relying on the Central Bank's baseline scenario and factoring a key interest rate of 12-13% into its drafting of the budget for next year, Finance Minister Anton Siluanov said in an interview published in Izvestia on Friday.

"We're going by the Bank of Russia document 'Monetary Policy Guidelines.' It foresees several scenarios. We're proceeding from the baseline scenario, where the budget remains balanced. If we're talking about numbers, it factors in a range of 12-13% for the [key] rate. This is the intermediate figure. Accordingly, we're factoring a key rate of 12-13% into the budget for 2026," Siluanov said.
