Russian govt agencies, oil companies to prepare support measures for hard-to-recover reserves in coming months

MOSCOW. June 5 (Interfax) - Government agencies and oil companies will prepare support measures for the development of hard-to-recover reserves (HRR) within the next 2-3 months, Deputy Prime Minister Alexander Novak told journalists following a meeting in Khanty-Mansiysk discussing HRR challenges.

The Khanty-Mansi Autonomous District (KMAD) serves as a pilot region where local authorities have been collaborating with the Energy Ministry and Gazprom Neft for many years to develop necessary HRR extraction technologies, Novak said.

"This is extremely challenging work, but the team under the Energy Ministry's leadership, together with Gazprom Neft, has developed appropriate technologies. The technology now exists and will be scaled up. Today we reviewed the situation on-site, examined the report data, and discussed the next steps needed to stimulate hard-to-recover field development," he said.

"Within two to three months, the Energy Ministry will prepare incentive mechanisms and measures together with companies and other federal executive bodies to bring these reserves into development, as they already represent the future foundation of our oil production," he said.

As part of implementing the federal HRR project, Gazprom Neft launched Russia's first technological testing ground at the Palyanovsky license area, Gazprom Neft CEO Alexander Dyukov said. "Over 50 high-tech wells were constructed here to test optimal HRR extraction technologies. This made it possible to create a pool of domestic manufacturers and contractors, replacing up to 95% of foreign well equipment and technologies. We've not only achieved import substitution but also significantly improved HRR extraction efficiency, increasing it more than threefold," Dyukov said.

"Importantly, many of these technological solutions have great potential for application across various hard-to-recover reserves in Russia, including the Achimov and Tyumen formations," he said.
