Olga Skorobogatova leaves Central Bank of Russia

MOSCOW. Dec 2 (Interfax) - Central Bank of Russia (CBR) first deputy governor Olga Skorobogatova is stepping down effective today to continue her career outside the CBR.

Skorobogatova joined the CBR in 2014 and was appointed first deputy governor in September 2017. She oversaw four departments at the CBR, including the national payment system, financial and information technologies and operations.

The National Payment Card System (NPCS), the operator of Mir cards, was developed and the Express Payment System was created under Skorobogatova's leadership. She also oversaw the creation of the digital ruble, the third form of the Russian national currency, which the CBR plans to issue in addition to its current cash and noncash forms. This project is now being piloted by banks and the CBR and its full-scale gradual rollout is scheduled to begin on July 1, 2025.

"Olga Skorobogatova is one of the chief architects of many key innovation projects on the financial market in Russia. Her strategic vision and ability to realize complex technological solutions made it possible to create advanced payment infrastructure in Russia that we can rightly be proud of. The value of this infrastructure for the country truly became evident in 2022," Central Bank chief Elvira Nabiullina said in a CBR press release.

"Many convenient services that tens of millions of people use daily appeared in large part thanks to Olga Nikolayevna, her decisiveness, determination and professionalism. She has given momentum to the development of financial and payment technologies at the Bank of Russia for years to come. I am grateful to Olga Nikolayevna for her work and wish her success," Nabiullina added.

The financial and information technologies departments, as well as the operations department are now overseen by Zulfia Kakhrumanova, who has served as director of the information technologies department since March 2018 and has been promoted to deputy governor of the CBR effective December 2.

The national payment system department will now be overseen by CBR first deputy governor Dmitry Tulin.
