Ukraine abolishes agricultural export licensing used to be in effect along with verification

MOSCOW. Nov 28 (Interfax) - The Ukrainian government will consider abolishing the licensing for agricultural exporters who do not have the status of a verified exporter at a meeting on Friday, First Deputy Minister of Agrarian Policy and Food Taras Vysotsky was quoted by Ukrainian media as saying at a Trend&Hedge Club meeting on Wednesday.

"The licensing system [of agrarian exports] will be abolished. The government will consider this matter on Friday and will made a corresponding decision. It will be published on Saturday and licensing will be repealed from December 1," he said.

The license for exporters of agricultural products is currently mandatory, except for verified entities, Vysotsky said. The licensing of agricultural exports was introduced along with verification as a first-level preventive measure to avert the non-return of foreign currency proceeds to the country, he said.

The mechanism of minimum export prices that is being introduced is a more complex and comprehensive system, which is expected to demonstrate greater efficiency and prevalence, he said. Therefore, the previous arrangements will be cancelled.

Previously, Minister of Agrarian Policy and Food Vitaly Koval said the requirement for agricultural exporter verification and obtaining export licenses, if such verification is not passed, would be waived in Ukraine from December 1.

As reported, the government issued a decree to introduce the export security regime and minimum export prices for some types of agricultural products for the period of martial law from December 1, 2024. The regime implies their export exclusively by registered VAT payers, setting minimum export prices for them, processing and registering in the Unified Register of Tax Invoice a preliminary tax invoice prior to the customs clearance procedure for goods, and electronic data exchange between the National Bank, the State Tax Service, and the State Customs Service.
