Rostelecom CEO confirms readiness to develop unified software for EV charging in Russia
ST. PETERSBURG. June 6 (Interfax) - The head of Rostelecom , Mikhail Oseyevsky confirmed that the company is prepared to develop unified software to aggregate the services of electric vehicle (EV) charging station providers.
If approval is received from the government, the national telecom provider will finance the project independently, Oseyevsky told reporters on the sidelines of the St. Petersburg International Economic Forum.
"We don't want to be a huge charging station. This market will obviously be competitive, there will be many players on it. We believe that we can produce software that will enable all owners of electric vehicles to use the services of any [charging] station in the country - this is our proposal," Oseyevsky said.
He said preliminary consultations on the project were held with the government, but Rostelecom is prepared to finance it on its own if it is approved.
Interfax reported a source as saying earlier that Rostelecom had sent the government a letter proposing to create a charging infrastructure platform, and that the company is prepared to become the sole operator of this platform in Russia.
As envisioned by Rostelecom, the proposed solution would make it possible to consolidate regional operators of charging infrastructure in one digital space and offer high quality services to users. This would also enable regional authorities to coordinate, control and monitor the activities of charging infrastructure operators and charging station suppliers, as well as draft updated plans for the development of regional infrastructure.
"Rostelecom claims that the rollout of the solutions developed by the company in all regions of Russia will make it possible to consolidate all regional operators of charging infrastructure in one digital space, provide quality services to end users, implement coordination, control and monitoring of the activities of charging infrastructure operators and charging station suppliers by regional authorities, as well as put together updated plans for the development of regional infrastructure," the source said.
In order to create a single charging station space throughout the country, Rostelecom is prepared to provide a digital solution for regional and federal authorities, ensuring control over all charging station infrastructure and providing the first line of technical support.
The concept for developing production and use of electric vehicles in Russia to 2030 that was adopted in 2021 calls for the deployment of at least 9,400 charging stations in 2021-2024 and at least 72,000 in 2025-2030. A balanced scenario for the development of charging infrastructure to 2030 will require 144,000 charging stations, the document states.
The concept calls for the production of 8,573 slow charging stations and 5,715 fast ones by 2030, including respectively 1,178 and 528 in 2022.
